Many events require trained eyes to report the impact



OVERVIEW


Mobile Command Center As a special initiative of Collier County Emergency Management we a starting a program for the public to have input to our office so that we can get a better picture of the impact of a storm, or other hazardous event, occurring within the county.  For the major hazardous events we will deploy governmental teams to assess the impact of those events.  However, for those less obvious events such as an isolated storm in a very small portion of the county, we may not be aware of the damages it caused.  So, we are starting the Collier Area Reporting Team (CART) in order to get immediate feedback about a hazardous event so that we can deploy resources (help), if warranted, or warn the public, if necessary.
The CART will have two aspects to it.  One will readilly accept the general public input.  The other will  be a deliberate attempt to get reports from representatives in each of our communities throughout the county.  People interested in participating in a more active role within the CART cadre can obtain specialized training from our office. 
     For those already in a Community Emergency Response Team (CERT) or Neighborhood Watch program, you don't need to be in another program.  We will provide this additional training, upon request, to complement your existing programs.



CONCEPT OF EMPLOYMENT/OPERATIONS

Using a storm event for this illustration, immediately following the passage of a storm cell through your neighborhood, the Emergency Operations Center (EOC) will send out a request, either through E-mail, the telephone "Notifier" system, and/or Emergency E-Mail to your pagers/E-mail/Cell Phone and ask for CART members to report the effect of the event on their neighborhood. (NOTE:  It is just as important to get information that there were NO damages/effects as there are to resport specific/broad impacts.
    CART members do not necessarily need to be activated by the EOC. They can self-activate.  Anyone can call the Emergency Management Office (774-8444) to report damages.  If the hazardous event has caused a "life-threatening" situation/environment, your first call should be to 9-1-1, as an emergency call.  Then call us as the imminent danger/emergency passes.  CERT & Neighborhood Watch members should call the EOC.

COMMUNICATIONS

Naturally, all fires need to be reported via the 911 system.  However, as things happen because of the fire, we'd like to know.

People who are isolated by a rain event need to be reported to us.

The tornado damages can be extensive, even if caused by a weak tornado as seen to the right.  Florida IS the tornado capital of the world.  Unfortunately, because the tornado systems tend to be so weak and short-lived, there is not much of a radar signature in order to give a lot of warning.  Therefore, we need to hear from the CART participants.
